A tugboat is defined in this context, as a vessel built for towing and with a bollard pull of at least 23 tons.

* Deviations from tugboat regulations and wind restrictions can be made for individual arrival/departure if favorable external conditions are met, as well as a high technical standard on the ship in question.
Restrictions for wind may change after evaluation
Tugboat assistance for ships without a working bow thruster is increased with one tugboat, (minimum 10 tons bollard pull)

For ships with an exemption, with LOA > 155 m, two pilots are to be used.
